About Regional Quality Councils

DBHDS has established by Charter a Regional Quality Council in each of the five regions of the Commonwealth.  Each RQC serves as a subcommittee to the DBHDS Quality Improvement Committee.  DBHDS prepares and presents relevant and reliable data to the RQCs which include comparisons with other internal or external data, as appropriate, as well as multiple years of data.  Each RQC reviews and assesses the data that is presented to identify: a) possible trends; b) questions about the data; and c) any areas in need of quality improvement initiatives, and identifies and records themes.

For each topic area identified by the RQC, the RQC a) decides whether more information/data is needed for the topic area, b) prioritizes a quality improvement initiative for the Region and/or recommends a quality improvement initiative to DBHDS, or c) determines that no action will be taken in that area. The DBHDS QIC reviews the recommendations reported by the RQCs and directs the implementation of any quality improvement initiatives upon approval by the QIC and the Commissioner.
